We are currently in search of a Director of External Relations for an International Women’s NGO. The position is based in Washington, DC. This is a Permanent, full-time assignment.

The Director of External Relations sets and leads the organization’s strategy for creating new and renewed business with public and private sector donors (including bilateral, multilateral, and foundation donors), in line with programmatic vision and goals and the organization’s mission.
The Director of External Relations should possess the following Leadership Competencies:
- Challenge the Status Quo – Analyzes structure, systems and processes; searches for opportunities by seeking innovative ways to change, grow and improve the programming and the organization. Seeks new solutions to enhance program effectiveness and strengthen the organizational structure to support program synergies. Reaches agreement with senior management.
- Entrepreneurship – Keeps up to date with trends in the field; identifies opportunities for advancing the organization’s mission. Maintains awareness of developments in the donor environment and identifies new and emerging markets; cultivates new funding opportunities and strategic partnerships. Strengthens the project/program and prepares for ongoing program development.
- Political Savvy – Recognizes the internal and external politics that impact the work of the organization. Perceives organizational and political reality and acts accordingly.
- Strategic Thinking – Formulates objectives and priorities, and implements plans consistent with the long-term interests of the organization in a global environment. Capitalizes on opportunities and manages risks.
- Vision – Takes long-term view and builds a shared vision with others; acts as a catalyst for change. Inspires others to translate vision into action.
Our Ideal Candidate:
- Minimum 10 years’ senior development experience at a large-scale international development and/global women’s organization, country level experience preferred.
- Minimum of a Master’s degree in a relevant field (e.g., public health, international development, business administration).
- 5 years’ strategic partnership development experience, preferably at the country level, with demonstrated track record of successful donor cultivation and management.
- Successful and demonstrated team leadership and management track record in business and proposal development.
- Technical knowledge or exposure to sexual and reproductive health (family planning, maternal and child health) and rights.
- Extensive understanding of the key donor programmatic and procurement environment including of USAID, DFID, World Bank, EU, donor organizations and private foundations.
- Excellent partnering and relationship building skills, externally and internally, including proven results in working strategically with multiple stakeholders.
- Excellent written and verbal communication skills in English and preferably French, including proposal writing.
- Ability and willingness to adjust work schedules and priorities to meet business development deadlines and juggle multiple opportunities.
- Flexibility/willingness to travel internationally and domestically, as needed.
How You Will Spend Your Day:
- Lead the design and implementation of a comprehensive resource mobilization strategy, including regular reporting on strategy goals and benchmarks.
- Create a partnership plan for identifying, cultivating and managing relationships and negotiations with donors and external partners for development of multi-year programmatic initiatives.
- Serve as an important leadership position within the Program Division, ensuring resource mobilization strategy/activities are closely coordinated with external relations, operations, finance, and communications/marketing teams.
- Direct intelligence gathering, competitive analysis and decision-making, capture, partnering and proposal development for funding opportunities.
- Develop and implement a plan for building capacity of regional and country staff to identify, capture, develop business opportunities, and regularly report on business progress.
- Supervise, flexibly deploy, and develop a staff and consultant team of skilled and effective professionals who successfully support and implement essential resource mobilization functions.
- Create an environment of accountability, motivation, professional growth and high productivity.
- Foster effective working relationships, engagement and responsiveness of operational support functions essential for successful resource mobilization including communications and marketing, recruitment, budgeting, and other internal operations functions.
- Lead the development, refinement, and maintenance of internal systems to support effective resource mobilization
- Ensure the quality of all new and renewal proposals developed and submitted to donors, including full responsiveness to donor requirements and criteria.
- As necessary, serve as the lead proposal manager for selected bids.
